A meeting of the Budget & Finance Subcommittee was held on Wednesday, January 18, 2017 at 5:00 pm in the Coddington Building. Present were Mr. Paul Bregoli, Mrs. Kathryn Hubley, Ms. Barbara Isola, and Mrs. Emily Lebo, Chair. Also attending were Superintendent DeCristofaro, Deputy Superintendent Kevin Mulvey, Mr. James Mullaney, Mrs. Maura Papile, Ms. Madeline Roy, Mr. Keith Segalla, Mr. Kevin Segalla; and Ms. Laura Owens, Clerk.

Director of Business James Mullaney presented the Quarterly Budget review through the FY2017 second quarter ending December 31, 2016.

Quincy Public Schools has expended 30% of the salary budget year to date, in line with historical expenditure levels. Mr. Mullaney noted that $172,000 budget transfer from Quincy Teen Mothers Program dissolution will be added to this salary account and any potential deficits for the Academic Classroom and Program teachers will be covered by this transfer. Mr. Mullaney reviewed the detail for 26-week, 40-week, and 52-week employees, with each account being at the appropriate level for this time of year. All accounts are sufficiently funded to meet contract obligations and any step and level raises.

On the expense side, for Special Education tuitions and associated transportation, there is just over 55% of the budget remaining. For textbooks, some savings has been recognized as digital materials are sometimes preferred over print materials. The utility accounts represent the potential for savings, with the mild winter, less fuel has been expended. Possible savings on the electrical line have not been realized as a reconciliation with Solar City for solar credits has not yet occurred. Overall, expenses are at appropriate levels for this time of year.

Ms. Isola made a motion to accept the 2nd Quarter FY2017 Budget Report. Mrs. Hubley seconded the motion and on a voice vote, the ayes have it.
