Special Meeting of the Quincy School Committee

Special Meeting

Vice-Chair Presiding

An Special Meeting of the Quincy School Committee was held on February 16, 2022, at 6:00 p.m. in the Coddington Building. The following members were present: Mr. Paul Bregoli, Mrs. Tina Cahill, Mrs. Kathryn Hubley, Mrs. Emily Lebo, Mr. Frank Santoro, Vice Chair, and Mayor Thomas P. Koch, Chairman. Also present were Superintendent Kevin Mulvey, Secretary and Ms. Laura Owens, Clerk; Assistant Superintendent Erin Perkins, Mr. Michael Draicchio, Mr. James Mullaney, Ms. Maura Papile, Ms. Madeline Roy, and Mr. Keith Segalla.

School Committee Member Mr. Douglas Gutro was absent.

There was a moment of silence for members of the armed services at home and abroad.

School Committee Policy 10.11.3 Amended

Mayor Koch made a motion to rescind the Face Coverings section of School Committee Policy 10.11.3. Mrs. Lebo seconded the motion.

On the motion, Mr. Bregoli is glad to vote to support this.

Mrs. Lebo is concerned that there are community members who cannot be vaccinated and members of the community who are immunocompromised. Mrs. Lebo said that it will be difficult for those who may need to continue to wear masks, would like the city to source N95 masks for students who will continue to wear masks.

Mrs. Hubley has spoken to many parents and community members and heard their concerns about the effect of mask wearing on students, both in terms of social-emotional and academic issues.

Mrs. Cahill thanked the large number of parents and community members who communicated with School Committee on this issue.

Mayor Koch said that we have all been through a lot, all of the Quincy Public Schools staff came together to make difficult decisions supported by former Health Commissioner Ruth Jones, current Health Commissioner Marli Casli, and the Quincy Health Department staff. The federal COVID-19 funding and the work of the Public Buildings department supported creating a healthy environment for students and staff. The School Committee has consistently followed the science and guidance from the state and federal levels

Mr. Santoro thanked the Mayor, not all communities were as fortunate as Quincy to have his leadership.

On a roll call vote, the ayes have it 6-0. Mr. Gutro was absent.

School Committee Meetings to Re-Open to the Public

Mayor Koch noted that March 9 is the next Regular School Committee meeting. In order to facilitate opening the meetings back up to the public, Mayor Koch suggested meeting in the City Council chamber since there is more space there. All School Committee members present agreed to this plan.

MOA with QEA Units A & C

Mayor Koch made a motion to approve the Memorandum of Agreement between the Quincy School Committee and the Quincy Education Association, Unit A. Mrs. Hubley seconded the motion and on a roll call vote, the ayes have it, 5-0. Mr. Santoro voted Present and Mr. Gutro was absent.

Mrs. Lebo made a motion to approve the Memorandum of Agreement between the Quincy School Committee and the Quincy Education Association, Unit C. Mrs. Hubley seconded the motion and on a roll call vote, the ayes have it, 6-0. Mr. Gutro was absent.

Mayor Koch clarified that this MOA is to bring the QEA in line with all city bargaining units for 2020-2021 and 2021-2022.

On a motion by Mayor Koch, seconded by Mr. Bregoli, the Special Meeting was adjourned at 6:15 p.m. The ayes have it.

Quincy School Committee Budget & Finance Subcommittee Meeting ~ February 16, 2022

A meeting of the Budget & Finance Subcommittee was held on Wednesday, February 16, 2022 at 6:15 pm in the School Committee Room in the Coddington Building. Present were Mr. Paul Bregoli, Mrs. Tina Cahill, Mrs. Kathryn Hubley, Mrs. Emily Lebo, Mr. Frank Santoro, Vice Chair, and Mayor Thomas P. Koch, School Committee Chair and Budget & Finance Subcommittee Chair. Also attending were Superintendent Kevin Mulvey, Mr. James Mullaney, Ms. Maura Papile, Ms. Erin Perkins, Ms. Madeline Roy; and Ms. Laura Owens, Clerk.

Director of Business James Mullaney presented the Quarterly Budget review through the FY2022 second quarter ending December 31, 2021. Quincy Public Schools has expended approximately 33% of the salary budget year to date, in line with historical expenditure levels. Mr. Mullaney reviewed the detail for 26-week, 40-week, and 52-week employees, with each account being at the appropriate level for this time of year. All salary accounts are sufficiently funded to meet contract obligations and step and level raises.

Mayor Koch said that there is money in the municipal budget to accommodate the raises for the QEA that will be transferred to the Quincy Public Schools budget.

On the expense side, expenditures are at appropriate levels for this time of year. Electricity usage is up considerably from 2020-2021, 15%-20% increase in usage and increasing rates, there will possibly be a deficit to be addressed at the end of the fiscal year.

Mayor Koch asked about natural gas costs, Mr. Mullaney said this is on budget potential surplus for electricity line.

Mrs. Lebo made a motion to approve the Quarterly Budget report as presented. Mrs. Hubley seconded the motion and on a roll call vote, the ayes have it.

Mr. Santoro made a motion to adjourn the meeting at 6:25 pm. Mrs. Hubley seconded the motion and on a voice vote, the ayes have it.

Quincy School Committee Policy Subcommittee Meeting ~ Wednesday, February 16, 2022

A meeting of the Policy Subcommittee was held on Wednesday, February 16, 2022 at 6:30 pm in the Coddington Building. Present were Mayor Thomas P. Koch, Mrs. Tina Cahill, Mrs. Kathryn Hubley, Mrs. Emily Lebo, Mr. Frank Santoro, and Mr. Paul Bregoli, Chair. Also present were Superintendent Kevin Mulvey, Assistant Superintendent Erin Perkins, Ms. Erin Perkins, Ms. Madeline Roy, and Ms. Laura Owens, Clerk.

There were two items on the agenda for review: the draft 2022-2023 School Committee meeting calendar and the draft 2022-2023 School Year calendar.

Mrs. Hubley made a motion to move the 2022-2023 School Committee Meeting Calendar to the full School Committee for review, seconded by Mr. Bregoli. On a voice vote, the ayes have it. This item will appear on the agenda for the March 9, 2022 School Committee meeting for discussion and be eligible for vote at the March 23, 2022 School Committee meeting.

School Committee reviewed the draft 2022-2023 School Year Calendar.

Mrs. Lebo asked about adding Lunar New Year as a holiday. Mrs. Lebo noted that Juneteenth has been added as a holiday.

Mayor Koch noted that the general election in November is a no-school day. The primary is September 6 which is a teacher-only day.

Mr. Bregoli said the draft 2022-2023 School Year Calendar will sit on the table for further discussion at a subsequent meeting.

Mrs. Hubley made a motion to adjourn the Policy Subcommittee meeting at 6:20 pm. Mr. Bregoli seconded the motion and on a voice vote, the ayes have it.
