Monday, November 14, 2016

A meeting of the Facilities & Security Subcommittee was held on Monday, November 14, 2016 at 5:15 pm in the Coddington Building. Present were Mayor Thomas Koch, Mr. Paul Bregoli, Mrs. Emily Lebo, and Mrs. Kathryn Hubley, Chair. Also attending were Superintendent DeCristofaro, Deputy Superintendent Kevin Mulvey, Mr. Michael Draicchio, Mr. James Mullaney, Mrs. Maura Papile, Mrs. Erin Perkins, Ms. Madeline Roy; and Ms. Laura Owens, Clerk.

Director of Transportation and Safety & Security Michael Draicchio presented the Safety & Security Program Improvement Plan, thanking the Mayor and School Committee for the funding to continue to make improvements to the security of our school buildings. The systems in place work very well and families are very complimentary about the supports. Mr. Draicchio said that this year’s safety drills have been attended by more first responders than ever. Most of the Security goals are ongoing, safety drills twice per year. New lanyards will be distributed to all staff to replace worn/soiled for regular staff and substitutes. Going forward, substitutes will have photo id’s. Surveillance has been increased at several schools. All cameras are connected through to Quincy Police Department headquarters and incident command and visible in the Security Suite at the Coddington Building.

A new goal this year is additional signage to control traffic and parking around schools, reserving parking for staff, students, and visitors. Thanks to the Department of Public Works for assistance in installing this signage. Mr. Draicchio will also be working with Granite Lock on installing new access software, an update for all buildings.

Mrs. Lebo asked for definition of different safety drills. A lockdown is when students are in the building, a reverse evacuation is students outside at recess getting back inside the building.

Mrs. Lebo complimented that the emergency cards have been updated for all classrooms and said the list of Safety & Security community team members is very impressive.

Mr. Bregoli asked about camera intercoms, all schools have these installed. All classroom doors have locks in all school buildings.

Mayor Koch thanked Mr. Draicchio for his hard work and collaboration with other city departments.

Mrs. Hubley thanked Mr. Draicchio, asked for an update on flashing light issue at Snug Harbor. Mayor Koch said the Traffic department is waiting for parts to repair the light.

Dr. DeCristofaro said that after the recent bus accident, one of the Bernazzani student mentioned the bus evacuation drill and said students knew just what to do.

Mr. Bregoli made a motion to approve the Safety & Security Program Improvement Plan. The motion was seconded by Mrs. Hubley and on a voice vote, the ayes have it.
