Special Meeting of the Quincy School Committee
Special Meeting
Vice-Chair Presiding
An Special Meeting of the Quincy School Committee was held on February 16, 2022,
at 6:00 p.m. in the Coddington Building. The following members were present:
Mr. Paul Bregoli, Mrs. Tina Cahill, Mrs. Kathryn Hubley, Mrs. Emily Lebo, Mr. Frank
Santoro, Vice Chair, and Mayor Thomas P. Koch, Chairman. Also present were
Superintendent Kevin Mulvey, Secretary and Ms. Laura Owens, Clerk;
Assistant Superintendent Erin Perkins, Mr. Michael Draicchio, Mr. James Mullaney,
Ms. Maura Papile, Ms. Madeline Roy, and Mr. Keith Segalla.
School Committee Member Mr. Douglas Gutro was absent.
There was a moment of silence for members of the armed services at home and
abroad.

School Committee Policy 10.11.3 Amended
Mayor Koch made a motion to rescind the Face Coverings section of School Committee Policy 10.11.3. Mrs. Lebo seconded the motion.
On the motion, Mr. Bregoli is glad to vote to support this.
Mrs. Lebo is concerned that there are community members who cannot be vaccinated and members of the community who are immunocompromised. Mrs. Lebo said that it will be difficult for those who may need to continue to wear masks, would like the city to source N95 masks for students who will continue to wear masks.
Mrs. Hubley has spoken to many parents and community members and heard their concerns about the effect of mask wearing on students, both in terms of social-emotional and academic issues.
Mrs. Cahill thanked the large number of parents and community members who communicated with School Committee on this issue.
Mayor Koch said that we have all been through a lot, all of the Quincy Public Schools staff came together to make difficult decisions supported by former Health Commissioner Ruth Jones, current Health Commissioner Marli Casli, and the Quincy Health Department staff. The federal COVID-19 funding and the work of the Public Buildings department supported creating a healthy environment for students and staff. The School Committee has consistently followed the science and guidance from the state and federal levels
Mr. Santoro thanked the Mayor, not all communities were as fortunate as Quincy to have his leadership.
On a roll call vote, the ayes have it 6-0. Mr. Gutro was absent.

School Committee Meetings to Re-Open to the
Public
Mayor Koch noted that March 9 is the next Regular School Committee meeting. In order to facilitate opening the meetings back up to the public, Mayor Koch suggested meeting in the City Council chamber since there is more space there. All School Committee members present agreed to this plan.

MOA with QEA Units A & C
Mayor Koch made a motion to approve the Memorandum of Agreement between the Quincy School Committee and the Quincy Education Association, Unit A. Mrs. Hubley seconded the motion and on a roll call vote, the ayes have it, 5-0. Mr. Santoro voted Present and Mr. Gutro was absent.
Mrs. Lebo made a motion to approve the Memorandum of Agreement between the Quincy School Committee and the Quincy Education Association, Unit C. Mrs. Hubley seconded the motion and on a roll call vote, the ayes have it, 6-0. Mr. Gutro was absent.
Mayor Koch clarified that this MOA is to bring the QEA in line with all city bargaining units for 2020-2021 and 2021-2022.

On a motion by Mayor Koch, seconded by Mr. Bregoli, the Special Meeting was adjourned at 6:15 p.m. The ayes have it.
