Quincy School Committee
Policy Subcommittee Meeting
February 1, 2016
A meeting of the Policy Subcommittee was held on Wednesday, February 1, 2016 at 5:15 pm in the
Coddington Building. Present were Mr. James DeAmicis, Mrs. Kathryn Hubley, Mrs. Emily Lebo, Ms.
Barbara Isola, Mrs. Anne Mahoney, and Mr. Paul Bregoli, Chair. Also attending were Superintendent
DeCristofaro, Mrs. Rita Bailey, Deputy Superintendent Kevin Mulvey, Mrs. Maura Papile, Mr. Keith
Segalla; Quincy Education Association President Allison Cox; and Ms. Laura Owens, Clerk.
Mr. Bregoli called the meeting to order at 5:15 pm. The first item on the agenda was a review of the
2016-2017 School Committee Meeting calendar. Mrs. Hubley requested discussing moving the start
time to an earlier time.
Mrs. Mahoney said that this would impact the ability to schedule Subcommittee meetings prior to
School Committee, as it might be difficult for any members working outside the city to get to the
meeting on time. If parents or community members wish to speak at Open Forum, the earlier start
time could be an obstacle.
Ms. Isola suggested that if 6:30 pm is the regular start time for School Committee Meetings, the
meeting time could be adjusted to later if needed to accommodate scheduling Subcommittee.
Mrs. Hubley made a motion to move the School Committee meeting start time to 6:30 pm beginning
in 2016-2017, seconded by Ms. Isola. On a voice vote, the ayes have it.
Mrs. Hubley made a motion to approve the amended 2016-2017 School Committee Meeting calendar
and move it back to School Committee. Ms. Isola seconded the motion and on a voice vote, the ayes
have it.
The School Committee Meeting Calendar will appear on the February 10, 2016 School Committee
meeting for discussion and be eligible for vote at the March 2, 2016 School Committee Meeting.
Mr. Bregoli introduced the next item on the agenda, noting that the Concussion Policy was being
presented for review due to the need for amendment. Health Services Coordinator Rita Bailey said
that the changes are presented for clarification. A student injured during an athletic event is
assessed by the athletic trainer and referred to a doctor for diagnosis. A doctor will clear the athlete
to resume activity and under the direction of the athletic trainer, the student will begin the process of
returning to play. Mrs. Bailey said that it is important that athlete be monitored closely to ensure
safe transition and that concussion symptoms do not recur.
Mr. Bregoli said that this is an area that has needed clarification, not all coaches have understood the
process of a student returning to play.
Ms. Isola moved to accept the amended Concussion Policy as presented. Mrs. Hubley seconded the
motion and on a voice vote, the ayes have it.
This revised Concussion Policy will be on the agenda for the School Committee meeting on February
10, 2016 for discussion and public comment and then will be voted on at the March 2, 2016 meeting.
Mrs. Hubley made a motion to adjourn the meeting at 5:30 pm. Ms. Isola seconded the motion and
on a voice vote, the ayes have it.
