Policy Subcommittee Meeting
Monday, April 8, 2013
A Policy Subcommittee meeting was held on Monday, April 8 at 5:30 pm in the 2nd Floor Conference
Room of the NAGE Building. Present were Mayor Thomas Koch, Mrs. Kathryn Hubley, Ms. Barbara
Isola, Mrs. Emily Lebo, Mrs. Anne Mahoney, Mr. David McCarthy, and Mr. Paul Bregoli, Chair. Also
attending were Superintendent Richard DeCristofaro, Assistant Superintendent Colleen Roberts, Mr.
Kevin Mulvey, Mr. Keith Segalla; Ms. Allison Cox, President of the Quincy Education Association, and
Ms. Laura Owens, Clerk.
Mr. Bregoli called the meeting to order at 5:30 pm.
Mr. Bregoli requested to take the agenda out of order and reviewed the item about exemptions from
the Physical Education requirement for high school student athletes who compete in all three
seasons of extracurricular Athletics. A Quincy High School student spoke at Open Forum last year to
request that the School Committee look into this. Mr. Mulvey reviewed Massachusetts General Law
71, Section 3 on this issue and submitted a letter to the School Committee outlining why this is not
permitted. The School Committee asked that a copy of the decision and a letter from the School
Committee be sent to the student. Dr. DeCristofaro offered to meet with the student as well.
The next item on the agenda was a review of the existing Conflict of Interest Policy. Mrs. Mahoney
clarified that she had added this as an item in the Policy Subcommittee because of an issue involving
teachers who also tutor. She suggested that the policy should be updated to reflect the wording of
the law, as other cities and towns have in their policy.
Mrs. Lebo made a motion to update the Quincy School Committee Policy Book Section 7.3.1 on Staff
Conflict of Interest to include the text of MGL 71.52; 268A:1. Mr. McCarthy seconded the motion and
on a voice vote, the ayes have it.
Ms. Isola made a motion to adjourn the meeting at 5:45 pm. Mrs. Mahoney seconded the motion
and on a voice vote, the ayes have it.
