Facilities & Security Subcommittee Meeting

A meeting of the Facilities & Security Subcommittee was held on Monday, November 16, 2015 at 6:00 pm in the Coddington Building. Present were Mr. Paul Bregoli, Mr. Noel DiBona, Mrs. Kathryn Hubley, Ms. Barbara Isola, Mrs. Anne Mahoney, and Mr. Dave McCarthy, Chair. Also attending were Superintendent DeCristofaro, Mr. Michael Draicchio, Deputy Superintendent Kevin Mulvey, Mrs. Maura Papile, Ms. Madeline Roy, Mr. Kevin Segalla, Mr. Keith Segalla; and Ms. Laura Owens, Clerk.

Mr. McCarthy called the meeting to order at 6:00 pm.

Mr. Kevin Segalla presented the Custodial Services Program Improvement Plan. Custodial Services has 63 staff members, 20 Senior and 43 Junior Custodians. Custodial staff had a busy summer in many schools with the contractors for HVAC and window and door replacement projects. Mr. Segalla thanked department secretary Doreen Colarusso for her efforts in working with the Custodial staff and managing the rental program.

In 2014-2015, the Custodial department successfully implemented a new Quincy Public School facilities rental program. School principals and administrators have been trained to access the system and reserve the facility for their own programs.

For 2015-16, Custodial Services goals are to complete evaluations and train all Custodial staff in CPR.

Ms. Isola complimented Mr. Segalla on the schools, they are always clean and orderly.

Mr. McCarthy complimented Mrs. Colarusso for the smooth transition in taking on the role when Mrs. Nichol retired.

Mrs. Hubley made a motion to approve the Custodial Services Program Improvement Plan, seconded by Mr. Bregoli. On a voice vote, the ayes have it.

Mr. Draicchio presented the Safety & Security Program Improvement Plan, noting that there have been many gains in security, including new door locks, additional video surveillance, and photo identification implemented in the last few years. Security staff at both high schools are proactive, and have been CPR and CPI certified. The Safety & Security Roundtable team has continued to grow, Quincy Public Schools has the biggest team in Norfolk County, partners and school administrators.

Goals are ongoing from year to year, with procedures and protocols updated as needed. Emergency safety drills are conducted on a regular basis. New this year, some safety drills will be unannounced to school staff in order to assess true emergency preparedness.

Over the last two years, 330 photo ids have been created; 400 access cards activated or deactivated; 55 security cameras added or replaced; 23 new dvrs installed; 7 new hard drives replaced; and 911 direct communication radios distributed to all QPS schools.

Mrs. Hubley made a motion to approve the Safety & Security Program Improvement Plan, seconded by Mr. Bregoli. On a voice vote, the ayes have it.

Dr. DeCristofaro updated School Committee on the Presidents City Inn project, provided by Attorney Fleming. After a lull due to contractor issues, the owner is working towards a February completion of the project. Most of the remaining work is interior; the parking lot has been paved and some of the construction fencing removed near the street.

Mrs. Hubley made a motion to adjourn at 6:15 pm, seconded by Mr. Bregoli. On a voice vote, the ayes have it.
